The pass is decided on the server

Your device reports how many strokes you missed, and the server decides whether that is a pass. The app never accepts a pass flag from the browser, so the ladder cannot be skipped.
A kanji you have already started never re-locks, even if you later cross the free limit. The cap counts new characters, not practice.
